Thomas A. Rutledge

Background and Education

Tom was born in Jasper, Texas, June 12, 1951. He was admitted to the bar in 1976 after having been educated at Stephen F. Austin State University (B.A., with honors, 1973) and Baylor University (J.D., cum laude, 1976). At Baylor, he was a member of the Order of the Barristers; Phi Alpha Delta; Omicron Delta Kappa; and an editor of the Baylor Law Review. His published writings include: “New Developments in Insurance Products and Providers,” Texas Savings and Loan League’s 16th Annual Attorneys’ Conference, and “Proof, Presumptions and Due Process; Ex Parte Communications in Contested Cases,” State Bar of Texas Advanced Administrative Law Course. He is a member of the State Bar of Texas and the Texas Association of Bank Counsel and a Life Fellow of the Texas Bar Foundation. Before joining Sneed, Vine, Tom was an Assistant Attorney General in the Insurance, Banking and Securities Division.

Areas of Practice

Tom's practice focuses primarily on regulatory matters, especially those involving administrative actions before the insurance and banking regulatory authorities, including the Texas Department of Insurance and the Texas Banking Department. He also has been active in handling corporate reorganizations, mergers, acquisitions, and sales of assets. Tom also devotes a significant portion of his time to representing the interests of the largest statewide trade association in the United States relating to the title insurance industry before the Texas Department of Insurance in connection with the annual title insurance rate setting process and the adoption of rules relating to the title insurance business in Texas.
